OCHU Bargaining Proposals Process
The following is the process that OCHU follows when developing bargaining proposals once negotiations over the central collective agreement begins.
1. Consultation with local leaders
2. Distribution of bargaining surveys to OCHU members
3. Provincial teleconference call with all OCHU affiliated locals to adopt priorities for membership balloting
4. Membership balloting
5. Proposal development
Executive Recommendation of a timetable to prepare for the 2006 central negotiations
Whereas extensive preparation and consultation is needed in order to identify priorities for the next round of bargaining;
And whereas it is our goal to negotiate a collective agreement prior to the expiry of our contract;
Therefore be it resolved that this convention authorize the Central Bargaining Committee to prepare for negotiations following the timetable outlined below:
1. Initial consultations with local leaders on bargaining priorities would take place in area meetings in the fall of 2005.
2. All locals will be asked to mail the bargaining survey to their members in January 2006.
3. Initial discussions with the OHA about a Memorandum of Conditions for Joint Bargaining will take place in the fall of 2003.
4. A second series of area meeting with local leaders would be held in the fall of 2003 to discuss priorities in depth and to review the notes from the first series of area meetings.
5. The bargaining survey would be analyzed by the Research Department February to March 2006.
6. In January 2006 area meetings to review the membership bargaining survey results and the notes from the 2nd series of area meetings would be held. These meetings will also review draft bargaining priority recommendations.
7. A bargaining conference will be held in April 2006 to formally receive the results of the membership bargaining survey and the regional consultations. This conference will vote on the priorities that will go forward for membership balloting.
8. In April 2006 a Bargaining Conference vote on priorities would take place.
9. The Central Bargaining Committee will draft proposals based on the results of that voting, together with any priorities voted on at the bargaining conference. That package will be mailed out to all locals.
10. A Memorandum of Conditions for Joint Bargaining would be negotiated with the OHA spring of 2006.
11. Proposals would be exchanged with the OHA in July 2004.
12. A provincial teleconference call will be held once we have received the employer’s central proposals.
13. Direct negotiations on central issues will begin in August 2004.
